Japan has finally agreed to a target for reducing carbon dioxide emissions,
after months of pressure from Europe. However, the Japanese proposal is linked
to growth in the country’s GDP, and could mean a reduction of just 2.5 per cent
from 1990 emissions by 2010. This falls well short of the 15 per cent reduction
promised by the European Union.
