President Bush flew into Europe on Tuesday after hinting how he would like to
replace the Kyoto Protocol with a more 鈥渟cientific鈥 approach to cutting
greenhouse gas. He said on Monday that he accepted global warming was real,
after last week鈥檚 report from the US National Academy of Sciences. But he
stressed the remaining scientific uncertainties: the effect of natural
fluctuations on climate, how climate will change in the future and what impact
our actions will have. He also repeated his March statement that infuriated
European leaders, saying that the Kyoto Protocol was 鈥渇atally flawed鈥.
