Hanging on

In winter I often see deciduous trees with branches that have broken off but not fallen to the ground because they are tangled in other branches. The broken branch is usually covered in dead leaves, whereas the rest of the tree, following the course of the seasons, has no leaves at all. Why is this? Does the tree send a signal to the leaves of intact branches causing them to fall?
