I suggest implanted radio locators via satellite which can also control
whales so that they can be called to milking ships. These can also have
tenders to massage and clean parasitic growths on whales and check for blood
deficiencies and remove old whales and study the nutritional needs of whales
as one does with cattle.

Whale milk cheeses and yogurt could prove to be very healthy and lucrative
to some poor countries. Watered down, the milk may be an ideal infant food.

One might even be able to use porpoises for herding whales for milking.
